Gov.  Healey pledged on the campaign trail to make tax relief her day-one priority, yet for months has stayed tightlipped on specific details also plans to deliver support to seniors, renters, and other vulnerable Bay Staters while pursuing other permanent tax code modifications that could bolster the commonwealth’s competitive edge.

Two days before her fiscal 2024 budget proposal is due, Healey’s tax package, revealed, incorporates key measures championed by former Gov. Charlie Baker and passed by the Massachusetts Legislature last year in response to skyrocketing inflation. Furthermore, the elected officials decided to scrap that sweeping relief last July as they grappled with affordability problems prompted by Chapter 62F, a tax law that required the commonwealth to return nearly $3 billion in extra revenues to taxpayers.

Healey’s child tax credit in Massachusetts, which administration officials called the “centerpiece” of the governor’s highly expected tax package, would construct a $600 refundable credit for all dependents namely children below the age of 13, people with disabilities, and seniors ages 65 and older. The new standard, designed to simplify and combine the household dependent tax credit and dependent care tax credit, would cost the state $458 million. Healey’s plan scraps the existing cap of two dependents for the credit.
