Two days before her fiscal 2024 budget proposal is due, Healey’s tax package, revealed, incorporates key measures championed by former Gov. Charlie Baker and passed by the Massachusetts Legislature last year in response to skyrocketing inflation. Furthermore, the elected officials decided to scrap that sweeping relief last July as they grappled with affordability problems prompted by Chapter 62F, a tax law that required the commonwealth to return nearly $3 billion in extra revenues to taxpayers.
